綜合台灣媒體報道，雲林縣北港鎮溝皂里一名78歲伯伯蔡平世患有重聽，無法表達自己，長子患有重度智障，全年不穿衣服，不知道甚麼是冷熱，無法自理生活；40歲幼子蔡嘉信則患有中度智障，是家裡唯一有說話和拾荒能力的人，或可數天煮一次飯，然而餸菜都是從街市撿回來，一家3口每天只吃一餐飯。

蔡伯伯的妻子在幼子出生後離家，蔡伯伯平日靠拾荒、津貼和兒子的補助金維生。一家人在破舊的鐵皮屋居住，惟鐵皮全已生鏽，焗漆板亦損壞，而且門外堆滿雜物，屋內環境亦十分髒亂，連水電供應都有問題。由於沒有睡床，蔡伯伯每晚只能在躺椅上睡覺。幼子指父親需要助聽器，亦需要修補屋頂破洞，不然颱風天會漏水。
里長蔡榮修得知後前去探訪蔡伯伯一家，蔡伯伯指擔心自己離世後，無人照顧兒子，希望相關部門能協助安置2名兒子。蔡榮修在社交平台分享事件，呼籲民眾捐贈生活日用品，亦盼望有善心人士能協助修補蔡伯伯住房，以及讓其兒子得以安置。

盼長子能獲安置
蔡榮修其後補充，有慈善團體願意協助蔡伯伯翻修住處，預計本周二（9日）施工，亦有善心人士向他捐贈助聽器和糧食等物資，惟患有重度智障的長子仍未獲安置，蔡伯伯亦恐未能負擔每月1萬元新台幣（約2,560港元）的安置費用。雲林縣議會議員黃文祥表示，蔡伯伯的長子精神問題嚴重，以他們的家庭經濟狀況不足以照顧他，或造成長期照顧問題，提出跟縣政府商討，是否能針對此個案成立專戶給予安置費。
